Delivery plan

• Phase 1: read instructions and chapter evidence; passively inspect ownership; publish architecture and explicit gaps; verify wiki title and public/private isolation before application code.
• Phase 2: build seven real panels, reusing native runtime and SiteKits; implement live seats, cited read-only chat, scoped memory, full admitted knowledge search, real judge capabilities, searchable skills and authoritative ledger metadata.
• Phase 3: deploy only OmpOS-owned service, vhosts and certificates; enforce one-factor protection and mutation denial; exercise every panel in host Chrome at 390 and 1280 pixels.
• Phase 4: resynchronize this wiki, record source commits and artifact hashes, produce a numbered evidence receipt and signal the watcher only after the receipt is durable.
• Scope control: minimal dependencies, serialized nice-10 heavy work, no host-global changes, no edits to dispatcher-owned model configuration.
• Verdict rule: missing acceptance evidence or a non-working named integration means BLOCKED, never COMPLETE. Links alone are not working data panels.
